Annoying Measurement Palette

I have QuarkXpress for Windows, 3.32. I recently bought a new computer with WIN98 (used to have WIN 3.11). I used to be able to tuck the measurement palette right at the bottom of the screen below my open window. Now, it pops up about an inch whenever I click in the window. Any way to keep it in its place? Thanks.
